'Candy game'

The prosecutor, prosecuting, described Ruben's offending to the judicial body.

She explained his targets were disadvantaged youngsters who were participating in a summer program which he operated.

Ruben played a "candy game" with the youngsters, Mrs Prior said, in which he would enter the boys' rooms when they were getting ready for bed and request they to consume candy "rapidly".

She stated to the judge the man had engaged in this activity with the boys "for many years", and children had earlier experienced illness the subsequent day.

She explained the man had been able to explain this over a long period as the children being "overstimulated by activities", until his family member had worries in summer 2025.

The prosecutor continued: "Recently" his family member had concerns about the activities, justifiably.

"They chose" to investigate in the defendant's belongings."

Mrs Prior KC said items including baby oil, petroleum jelly and syringes were found, and his stepchild contacted the police about his worries.

She stated Ruben went on to conduct the "treat game" with six youngsters that evening - that Saturday - and they were all ill the next day.

"Authorities" had not responded by that point," she continued.

The oversight body, the investigative body, earlier informed that it was examining the police response of the incident.

Mrs Prior explained the minors were having difficulty walking due to their condition, so the family member notified the law enforcement again.

She said the man then played the "sweet game" in a room of five minors.
